About the Department

The Department of Welfare for Scheduled Tribes and Scheduled Castes was established in 24th October, 1970 with the objective of providing socio-economic development as well as overall development of the most under-privileged sections of the society namely, the Scheduled Tribes (STs) & Scheduled Castes (SCs).

In 1982 the Tribal Welfare Department started functioning as a separate Department with the objective of providing a more focused approach towards the integrated socio-economic development of scheduled tribes people. The State Government attaches topmost priority for overall development of scheduled tribes people and also implementing various developmental initiatives in a more systematic manner. Multifaceted new developmental programmes are being implemented in the State to meet up new challenges. Besides, existing schemes are also being reviewed and modified to suit the demand of time.

The Tribal Welfare Department shall be the nodal Department for overall policy, planning and coordination of programmes for development of the Scheduled Tribes in the State.

Tribal Welfare Department is the Nodal Department for the following:

  • TTAADC
  • Tribal Sub-Plan
  • Rehabilitation of Surrendered Returnees
  • Reservation Policy
  • Implementation of Forest Rights Act, 2006
  • Chief Minister’s Rubber Mission
  • Tripura Rural Economic Group and Service Delivery Project (TRESP)
  • Chief Minister’s Tribal Development Mission

Tribal Welfare Department is working on the following sectors:

  • Educational development.
  • Economic development.
  • Infrastructural development.
  • Skill development.
  • Preservation and promotion of art, culture and traditions.
  • Promotion and Development of voluntary efforts on tribal welfare.
  • Protection from Social Exploitation and safeguarding the Constitutional & Traditional                  Rights.
  • Ensure the Rights of Forest Dwelling Scheduled Tribes on forest lands.

Functions:

  • Formulation of Five Year Plans, Annual Plans, Perspective Plans of Tribal Welfare Department
  • Nodal Department for Monitoring Tribal Sub-Plan in the State
  • Nodal Department for Monitoring ST reservation policy in the State
  • Nodal Department for implementation of SOTFD (ROFR) Act, 2006
  • Monitoring and implementation of State Plan Schemes, Centrally Sponsored Schemes (CSS), North Eastern Council (NEC) Schemes, Additional Central Assistance (ACA) Schemes / Projects, SCA to TSP, Twenty Point Programme etc.
  • Matters related to the National Commission for Scheduled Tribes (NCST)
  • Periodical assessment and evaluation of Tribal Welfare Schemes
  • Correspondence with Planning Commission, NEC and different Ministries of GOI regarding plan schemes / projects
